Antes disso certifique-se que as configurações de SMTP ( Aba Mail/Email ) estejam corretas.

Também tenho o mesmo problema quando tento configurar uma conta de e-mail fora do servidor.

Não conhecia o código $smtp_debug="on"; vou colocar ele e ver o que da.

Solicite ao suporte do servidor para ver se existe alguma restrição na porta 587.

 

Se você estiver utilizando Google Apps e autenticação em 2 passos a senha cadastrada deve ser uma senha de aplicativo.

Não parece ser com o firewall, pois já desliguei ele e testei e continuou mostrando a mesma mensagem.
