Normalmente afeta a rede do dedicado dependendo do nivel de ataque e de proteção

Partindo da ideia de que os servidores virtuais usam a mesma placa de rede do servidor dedicado, afetaria o desempenho de todos os VPS hospedados nesse hardware.
