Se não estou enganado, modem 3g permite isso.

então a minha solução mesmo foi contratar um serviço especializado no envio 


Tem modens que faz isso, o Skype da para enviar SMS, e tem sites que vende pacotes de SMS. Alguns oferecem até API para integrar em algum sistema. Se for para envio manual, recomendo um modem e um chip de alguma operadora que ofereça SMS ilimitado por 50, 40... centavos.
