Já tentou salvar com o bloco de notas e ver se o problema se repete?

Com certeza, trata-se de problemas com a codificação na hora de salvar seu arquivo.

Será que o Dreaweaver faz isso tbm ?

Baixe o Notepad++, abra o arquivo desejado, vá em Formatar > Converter para UTF-8 (Sem BOM) e divirta-se.
