CSF não faz isso...

Faça o seguinte:

Logue em seu WHM,

vai em Security Center >> Apache mod_userdir Tweak

veja se a caixa 'Enable mod_userdir Protection' está marcada... caso esteja... desmarque, e reinicie seu Apache.

Obrigado Alexandre, eu estava tendo o mesmo problema depois que instalei o CSF pois estava configurando de acordo com o que eles recomendavam para deixar o servidor mais seguro.

Se quiserem, deixem marcado, e marquem um domínio para qual você deseja habilitar a visualização temporária.

Por exemplo, se eu marcar brasilhosp.com.br, a visualização temporária de brasilhosp.com.br/~qualquerusuario estará liberada.
