Não, não é ilegal.

O que ele compra são os clientes de determinada empresa (normalmente empresas que estão fechando). Isso é extremamente comum entre empresas.

Você deve estar confundindo com a compra dos dados sigilosos dos clientes. Isso sim é ilegal. ;)
