Se a maquina for VM (KVM) pode limitar ate a velocidade de leitura e gravação em disco, se for container (LXC) não, pelo menos que eu saiba.

Quanto ao trafego, da para limitar a largura de banda da interface, por exemplo 10mb/s, trafego nao sei dizer.
