Consegui resolver instalando NGINX em meu servidor e instalando o CSF. O Load baixou para 0.33 0.42 0.60

Eu pesquisei CSF aqui no Portal do Host e no próprio Google e fiz várias modificações de otimização nas configurações dele, o resultado foi excelente.

Obrigado a todos que tentaram me ajudar.
