Ocorre que os usuários cadastrados no arquivo: chroot_list_file=/etc/vsftpd.chroot_list Conseguem navegar entre as pastas do servidor (como era esperado), mas os outros usuários (os que não constam no arquivo acima) não conseguem nem logar-se.
